Introduction
Welcome to the public consultation website for the proposed development at Cow Dyke Farm, Skipton Road, Harrogate, North Yorkshire, HG3 2AL
Miller Homes Ltd and Home Group Ltd are proposing to develop the site at Cow Dyke Farm, Harrogate to provide residential development.
Over the last 90 years, Miller Homes have built thousands of new homes and created communities for families to grow and thrive. Home Group have been established for a similar time, providing high quality housing and integrated housing, health and social care within that period.
Outline planning permission was granted for ‘residential development of up to 135 dwellings and associated infrastructure with access to (but not within) the site considered (Site Area 8.8Ha)’ on 19th July 2024. The site is also allocated for residential development within Harrogate District’s adopted Local Plan under ref. H56. As such, the principle of residential development on this site has already been established.
Subsequent to achieving Outline consent, the applicants are in the process of corresponding with officers. Following this, a Reserved Matters application will be prepared which will cover the outstanding detailed matters which were omitted from the outline application. For this application specifically, the matters which will be included are details of appearance, layout, scale, landscaping and access (within the site).
The Proposed Development
The proposed Site Layout plan below shows how the site could provide 81 market price dwellings, including a range of 2 to 5 beds, alongside 54 affordable dwellings including a range of 1- to 4-beds. The proposed dwellings comprise of a range of two-storey terraced, semi-detached and detached dwellings, with off street parking. The affordable provision proposed is 40% of the overall number of dwellings, which is in compliance with local planning policy. A Concept Framework Plan (drwg ref. YOR.2822_DE_013 Rev O) was approved at Outline stage and the current proposed Reserved Matters Layout has been produced in accordance with this.
As approved at Outline stage, access to the site is to be taken from the south and the west via Malham Drive, connecting the development to the housing development to the south.
Public Open Space is proposed in the north-west corner of the site, including an indicative Local Equipped Area for Play (LEAP) and potential community garden or orchard, alongside other landscaping features. A trim trail/footway is proposed to run through this area of open space and to the north of the LEAP, providing safe access. The trim trail/footway runs all along the northern boundary and most of the way down the eastern boundary of the site. There is another area of open space towards the eastern site boundary, to the north of the existing farm buildings and access.
The northern boundary is proposed to be planted to form a 10m buffer. Along the eastern boundary of the site, existing trees are proposed to be retained, and new trees are proposed to be planted to fill the gaps and form a solid boundary. Any impacts on ecology and biodiversity will be mitigated, and enhancements will be provided as necessary.
The Public Right of Way (PRoW) that runs along the eastern boundary is proposed to be retained. Potential future pedestrian access points to the PRoW are provided as shown on the proposed layout.
In terms of drainage, on site surface water storage will be constructed on site and will be finalised through the Reserved Matters application.

Comments sent to us are not formal submissions to North Yorkshire Council. There will be an opportunity to give feedback directly to the Council as part of the planning application process.
